Nothing succeeds like excess

The City of Montreal has announced plans to renovate the northernmost section of Dorchester Square at an estimated cost of $4.2 million. A $700,000 contract was awarded to noted local landscape architect Claude Cormier to prepare the design and tender specifications.

The section of Dorchester Square to be renovated runs between Peel and Metcalfe from the south entrance to the Dominion Square Building to the ‘camilienne‘ (also known as a vespasienne, it’s the small stone octagonal building with a café in it, identical to the similarly-purposed building in Carré Saint-Louis) and would include extending the green ‘footprint’ of the city square by reducing the number of lanes on the street that runs between the square and the building. Additionally, land around the entrance and exit to the underground parking lot would be reclaimed, somewhat, and pedestrian bridges are to be built over them.

As Andy Riga puts it in the Gazette “Under the current layout, pedestrians must contend with cars entering and leaving an underground parking garage adjacent to the square.”

Contend seems like an odd choice of words to me, as it gives the impression of a taxing struggle. We’re talking about cars slowly moving in to and out of a parking garage in a space that naturally attracts large numbers of pedestrians and has a posted speed limit of 10 km per hour. I no more have to ‘contend’ with the difficulties of navigating vehicular traffic here than any other intersection in the city, but I digress.

What slays me is the bridges over the parking garage access ramps; talk about an over-engineered solution to a non-existent problem.

I can’t recall any serious incident involving a pedestrian struck by a car or a bus on either the side-street or the garage ramps, such that it requires physically segregating one from the other. That said, it might be neat to have a vantage point on the square from several feet above the ground.

But the cost… $4.2 million is a lot of money to be spending on parks beautification in an uncertain economy.

Don’t get me wrong, I like that the city is spending money on our parks and public spaces, I just wonder if we’re really going about this in the most efficient way possible. It seems that all too often the city waits for major renovations and redesigns when better year-to-year maintenance would make that unnecessary.

For your consideration: the Mordecai Richler Memorial Gazebo, Viger Square, Cabot Square up until about half a year ago…

The other thing to consider is that, as far as Dorchester Square/ Place du Canada is concerned, this would be the third phase of a project that stretches back about seven years and has so far cost $15.4 million. The third phase would increase the total to just under $20 million, assuming the new project’s current estimate is accurate.

It’s worth noting that the plan is to have the renovation completed by August of 2017, after one year of work.

I can imagine at least part of the $4.2 million project cost is related to this unusually rapid turn-around time. The first phase of Dorchester Square’s renovation, completed after about two years of work in 2010, cost $5.4 million and the southern section, Place du Canada, opened in November of last year after being worked on for about the same amount of time, at a cost of $10 million.

Consider that we’re spending $4.2 million to renovate a section of park roughly one-third the size of the space renovated six years ago at a cost of $5.4 million.

In other words, we’re spending a lot more per square meter to renovate a much smaller space.

So perhaps we need to reconsider the expensive novelties – like the pedestrian bridges and the half-fountain.

Mo’ Métro blues…

The first Azur Métro train is set to start rolling Sunday at 10:00 am on the Orange Line.

Huzzah!

The Quebec government awarded the contract to build 468 MPM-10 (Azur) Métro cars (forming 52 nine-car trains) to the Bombardier-Alstom consortium back in 2010 at a cost of $1.2 billion.

Deliveries were expected to begin in 2014, and one prototype was delivered to begin in-tunnel testing. This led to the discovery of unexpected complications, namely insufficient electrical power. Prior complications included the discovery a 200-meter section of the Orange Line was a touch smaller than the rest, requiring renovations to prevent the new Azurs from ‘grinding’ against the tunnel walls or ceiling.

In January of 2015 work on the project was suspended for six months in order for the consortium to work out problems with the trains’ automated switching software.

And now, one completed train has been delivered for entry into service. It is the first new Métro train in forty years and the third generation of trains to operate in the system. The Azurs will operate on the Orange and Blue lines, displacing the second-generation MR-73 trains onto the Green and Yellow lines. The MR-73s entered into service in 1976 and were refurbished in 2005-2008. The MR-63s currently operating on the Green and Yellow lines are fifty years old and the first trains to ever operate on the Métro.

According to a Bombardier spokesman, five more completed trains will begin operating soon and the company expects to have five or six more trains completed by the end of this year. All 52 trains are expected to be delivered by 2018, lest Bombardier-Alstom risk the wrath of the STM and Transport Quebec…

As to replacing the MR-73s, that’ll have to wait until the 2030s because, well, much like the MR-63s, they were rather well-built. There’s also no current plan to build the several hundred additional Azurs that would be required on top of the 468 currently on order.

On the same day the STM made their triumphant announcement, La Presse reported Transport Quebec discovered in mid-January the initial cost estimates concerning the extension of the Métro’s Blue Line by five stations to the east will now cost roughly twice as much ($2.9 billion).

Two years ago the AMT’s cost evaluation put the figure around $1.5 billion, but since then a Federal election occurred and the swarthy new prime minister has announced a major infrastructure spending spree. Mass transit projects aimed at reducing carbon emissions will almost assuredly get federal funds.

It should be noted that, as recently as a year ago, provincial transport minister Robert Poeti and Montreal Mayor Denis Coderre both seemed favourable to extending the Blue Line above-ground by using light-rail, though neither offered any particulars on how two different mass transit systems would be linked. Poeti indicated a Blue Line extension wasn’t even a priority, at the time. How things have changed! Coderre, who had previously argued Métro extensions were too expensive, is now very enthusiastic and argued it’s vital to the development of Montreal’s eastern sectors. He said this in the same breath as he mentioned several other transit dossiers which include a light rail system for the Champlain Bridge (and possibly other parts of the city) and a new West Island/Airport express train.

Of course none of this is particularly new: the plan to extend the Blue Line east goes back forty years at least. The map above dates back to when the City of Montreal was playing a more direct role in the development of the Métro, (my guess is 1976 given most of the Green Line stations are correct but the planning names of the western Orange Line stations are still listed. You’ll also notice the western extension of the Blue Line from Snowdon towards Ville Saint-Pierre, and that the eastern part of the Blue Line goes up towards Montréal-Nord), and as you can see back then bigger plans were in mind.

But herein lies the crux of the problem: Métro extensions are not planned by the City of Montreal or the STM, but pêle-mêle by a provincial government agency. Same story vis-à-vis the Azurs: the purchase was made by the provincial government for the STM.

It still boggles my mind that the future of high-speed mass-transit in Montreal will be decided by a provincial government agency, and apparently if and when the Fed decides to spend money on transit infrastructure. Montreal should be doing this on its own, and should further be setting its own development pace and priorities.

The question is whether expansion would be a priority for a local planning agency, especially when it comes to the Blue Line, currently the least used of Montreal’s four Métro lines. Connecting the Blue Line to the Mount Royal Tunnel, modifying the Green and Orange lines to accommodate a higher rate-of-service, or even re-designing the stations of the Blue and Yellow lines to accommodate nine-car Métro trains could all be seen as greater priorities if the ultimate aim was to increase ridership.

Ostensibly this is the underlying justification of the Blue Line expansion, but I have my doubts this is the best possible use of three billion dollars in new infrastructure spending. What I don’t doubt is the new figure likely has far more to do with the Fed’s newfound interest in urban mass transit than the actual costs of building a five-station Métro extension.

And on a closing note, don’t expect to see the Azurs operating on the Blue Line anytime too soon. A Bombardier spokesman told me the Azur train sets are only available in a nine-car configuration, though the stations on that line currently use MR-73s in a six-car configuration (again, owing to low use). The platform lengths of the Blue Line stations are the same length as all the other Métro stations, but also all have barriers on account of the shorter trains. The Bombardier spox indicated that the Azurs can’t be shortened and wouldn’t be operated on the Blue Line until the stations are modified.

So far, no indication the STM will go through with those renovations, nor is there any idea of how much that will cost.

Public consultation can’t replace vision

If it weren’t for the fact that it’s apparently a great excuse for a lot of infrastructure spending, would anyone really care about the 375th anniversary of the founding of Ville Marie, which will coincide with the 150th anniversary of Confederation in 2017? Are these dates important to us for any other reason than that politicians can use them as focal points?

There’s interest in renovating and redeveloping Montreal’s Old Port as part of this anniversary, and to that end the city has authorized renovation projects both for Place Vauquelin and Place Jacques Cartier. There was a public consultation at the Montreal Science Centre held on Thursday of last week that was apparently well-attended, and the intention is that a master plan will be completed by next year.

Note: the plan is only expected to be completed by 2017, there’s no word on any specific projects or what, if anything, might actually be improved/renovated by then. Moreover, it’s not entirely clear either what precisely needs to be done in the first place.

Also worth noting, though this CBC article seems to have missed the point, is that the Old Port does not actually belong to the City of Montreal, but to Canada Lands Corporation through the Old Port of Montreal Corporation. Ergo, while Montreal may be interested in developing the Old Port, the Fed is still ultimately responsible and they have no interest in ceding ownership of the land to the city. Mayor Coderre has argued that it’s vital for Montreal to take ownership of the Old Port in order to fully realize it’s revitalization.

As far as renovating the Old Port is concerned, the last time there was a significant investment was 24 years ago when Montreal was celebrating its 350th anniversary.

Since 2012 the operating agency has spent $14 million on new installations and activities, though the general manager of this same agency called the Old Port ‘tattered’ in a Montreal Gazette interview from a few days ago. An investment of $125 million back in the early 1990s gave the Old Port its modern form after the area spent much of the 1980s as a bit of a no-man’s land.

Just to be clear on what we’re talking about, the Old Port is a very specific part of Montreal. It essentially consists of the long linear park running immediately south of Rue de la Commune, as well as Windmill Point and the four principle quays. Everything north of de la Commune is Old Montreal, and as things go in this city, despite the intimate relationship between these two sectors they administratively have nothing to do with one-another.

Why the Old Port needs to be ‘renovated, rejuvenated and revitalized’ doesn’t seem to be clear either. For the six million or so tourists who visit it every year, there doesn’t seem to be much complaining: it’s a park with various attractions next to the city’s premier tourist destination; what’s not to like? And either way last week’s public consultation wasn’t about what tourists want, it was about what we want.

I had registered to go and say something but then decided not to when I realized the crux of my argument – as a Montrealer – was that the last thing the Old Port needs more of is tourists or tourist-attractions. It seemed counter-intuitive to me as I can’t imagine this is what the operating agency wants to hear. They want to make money, point finale.

I’d argue strongly the investments made in the last few years – notably the beach you can’t swim at, the zip-line, haunted house and pirate-themed jungle gym – are all terrible and not worth the money spent on them. Moreover, I’m fairly certain these ‘attractions’ were only brought in after public consultations and/or market research indicated the Old Port was lacking in things to do. They all feel like the terrible ideas only a group of otherwise unemployable market research study participants can come up with.

From a completely historical point of view, even calling it the Old Port seems misleading: the new attractions have absolutely nothing to do with the area’s history and the entire space has a decidedly modern feel to it. Jacques Cartier did not zip-line his way into Montreal in 1534, we’ve never had a serious pirate problem and, if we do have a haunted house in Montreal, my guess is that it’s probably one of the places where CIA-funded mind control experiments were conducted, and not an assembly of brightly coloured former shipping containers.

If the Old Port has a serious problem, it’s that it’s trying way too hard to be all things to all people, again, another problem stemming from public consultations.

I’m generally indifferent to all the Old Port’s crap because I know I’ll never be involved with it. I’m never going to buy any of the overpriced tchotchkes, knock-off handbags or t-shirts that say ‘Federal Breast Inspector’ on them from the spaced-out teenagers sitting in the nifty new container kiosks. Nor will I ever dine in the Old Port, given the food is overpriced and of low quality; this is a gourmand’s city, something which is not reflected in the Old Port or much of Old Montreal for that matter. I think I’ve been in the Old Port well over a hundred times in the last decade and I don’t think I’ve spent more than $20 in that entire time.

I also don’t think I’m alone. As far as I can tell, most Montrealers in the know know better than to waste their money in our city’s various tourist traps. And the Old Port is the biggest tourist trap we have.

Now all that said, I still thoroughly enjoy going to the Old Port, and will continue to do so regardless of whatever the city or Canada Lands Corporation comes up with. It’s a big space, there’s only so much damage they can do. The best parts of the Old Port, at least in my opinion, are either technically off limits or otherwise far from its central and most touristy part. There’s a look-out at the end of Alexandra Quay that offers amazing views of the city an the river, not to mention the grounds around Silo No. 5, which actually look like there was once a park located there that’s been since closed off to the public.

Assuming the majority of Montrealers do indeed agree the Old Port is ‘in tatters’ then why not just do the simple thing and fix it up? Fresh paint, new uni-stone, update the landscaping, improve the lighting. Whenever I go to the Old Port, this is typically what I notice first and foremost.

I feel there’s a prevalent belief in this city that we need to reinvent the wheel all the time, and that we won’t be truly happy with our city until it’s completely unrecognizable but teaming with tourists.

Obviously this isn’t what we want. If the powers that be want to best represent the interests of the citizenry, perhaps they should consider how Montrealers typically use the most successful of our public spaces (on top of what makes them so successful in the first place). Consider: the tam-tams are completely spontaneous and the city isn’t involved one iota. Most of Mount Royal Park is attraction-less and most Montrealers seem to be able to enjoy the mountain without having to spend much money. The lookouts are free, the trails are free, lying in the sun is free (etc.)

Rather than occupying public space in the Old Port with activities and attractions, why not just leave it open and accessible and let people figure it out for themselves?

On a closing note, I really hope they don’t do anything with Silo No. 5 – it’s a monument in its own right, and fascinating to explore. My main concern at this point is that CLC through the Old Port of Montreal Corporation will either try to redevelop the site into condos or some kind of half-assed attraction (like that virtual-reality thingamajig that was up and running for a few years on Sainte Catherine Street near McGill College… I think it’s a watch store or a Five Guys now).

Second closing point: though it’s outside the realm of the Old Port, I’d argue the single best thing the city could possibly do is to convert Bonsecours Market back into a public market (à la Atwater or Maisonneuve markets) and – by extension – use the market as a transiting point between Old Montreal and the Old Port. I think this would entail ‘opening up’ the Rue de la Commune side of the Bonsecours, such as with vendor stalls and additional doorways (etc.), but the point is if we want these tourist-driven parts of the city to still be attractive to locals, we need to offer a little more of what makes Montreal such an exquisite city in the first place. I’m sure the 3,000 or so citizens who live in the area would certainly appreciate access to a proper market, and the tourists would have better dining options (at least) as a result.

The Disneyfication of Montreal continues unabated.

New for February of 2016, the world’s largest permanent exhibition of Barbie dolls is set to welcome tens, possibly dozens of people when it opens next week somewhere in the shopping mall that was once a luxurious hotel.

Five-thousand square feet of Les Cours Mont-Royal will be dedicated to a collection of 1,000 Barbie dolls, most of which will be exhibiting haute-couture from some of the world’s leading fashion houses.

According to the recent Simone de Beauvoir Institute graduate I interviewed panhandling outside Peel Métro, “…that’s the saddest thing I’ve ever heard.”

The museum (and my aren’t we throwing that word around a lot these days) will have free admission, as organizers felt it would be inappropriate to charge North American children to see what more productive Chinese children spend their days ‘creating’.

In lieu of admission fees, Barbie Expo® will be asking the visitor(s) to donate to the Make-a-Wish Foundation, though apparently will not be able to grant wishes such as: ‘I wish my kid’s doll was a better role-model’, ‘I wish Barbie’s proportions were physically possible’ or ‘I wish my schmuck kid stops begging me to come here.’

Les Cours Mont-Royal has followed the precedent set by the Montreal Eaton’s Centre in turning spaces left vacant due to exceptionally high rents into ‘museums’ designed to inspire young minds. Their Grévin Wax Museum features life-size replicas of the heroes of New France, as well as noted children’s enthusiast Michael Jackson and the lesbian chansonnier Justin Bieber.

The new museum will be promoted by the Quebec and Montreal tourism offices as representative of Montreal’s dynamic and well-respected cultural scene. Barbies will not only be featured in designer clothing, but also in unique dioramas, such as ‘Barbie at Waterloo’, ‘Barbie exiting the Apollo lunar module’ and ‘Babushka Barbie in Dealy Plaza, Nov. 22nd 1963.’

Though he could not be reached for comment due to an official policy of ignoring local journalists, Mayor Denis Coderre was imagined stating “Montreal’s back motherfuckers!” when asked what, if anything, the Barbie Museum will contribute to the city’s cultural vitality.

Cabot Square Redux: not quite paradise, kind of a parking lot…

After about a year’s worth of work, Cabot Square re-opened to the public on Wednesday July 8th.

The major improvement involves two outreach workers who will now use the square’s renovated stone kiosk (vespasienne) as home base to provide services to the primarily Aboriginal homeless community that (up until the renovations began) called Cabot Square home. Whether this homeless population returns to spend their time in Cabot Square remains to be seen, but the mere fact that these outreach workers have their own workspace within the square is in and of itself a progressive step in the right direction. From what I’ve read, the kiosk will also serve as a café where the proceeds will support the homeless (or the outreach program that helps the homeless). This is also good – Montreal is well known for its dearth of coffee-purchasing opportunities…

Other improvements: apparently there’s daily programming (music, dance, theatre) organized throughout the summer, and free wifi. I have a greater interest in the latter rather than the former, but again, glad to see it and I hope these activities are well-attended.

However, as you can see in the above photo, much of the square has been covered over in a slick ‘water-permeable ground covering’ that looks an awful lot like asphalt and for that reason looks awful.

This is not to say that the square was completely paved over – just that too much of it was. The paved portion flows around ‘green islands’ – there are now several such ‘islands’ in the newly renovated square, sharply divided from the walking paths with large curbs that integrate a few benches and subtle anti-skateboarding dimples. Within the green islands, plants surrounding the bases of several trees. Elsewhere in the square, younger trees planted to replace those removed during the renovation are surrounded by small circles of wood chips.

The division between green and grey isn’t subtle – it’s very clear where you’re supposed to walk and where you’re not.

There’s almost no grass per se, no flowerbeds either. In its previous incarnation, there were patches of grass and no physical barrier between the somewhat symmetrical paving-stone walking paths and the green space.

The new arrangement reminds me of a trip to the Biodome; nature in the new Cabot Square is ‘grade-separated’ – look, but don’t touch seems to be the overriding design philosophy, which is ironic given how Aboriginal politics often involves efforts to sustain our interactions with the natural environment (i.e. preservation with an aim towards common appreciation etc.)

While there’s no doubt the new Cabot Square is slick, clean and modern, it’s also much less of a park. It feels more like a transit point than an urban refuge, and this is odd given that there’s so much less going on around Cabot Square these days (i.e. the Forum closed in 1996, the Children’s Hospital just relocated and the square isn’t the major bus terminus it once was). Considering there are plans to increase residential density in the area by building more condo towers and apartment buildings, I figured city planners would have gone in a different direction, aiming to provide an urban refuge instead of a kind of shaded crossroads.

It occurred to me that the paved surface will certainly make the space easier to clean, and further allows city vehicles to drive around inside the square without ripping up the ground and grass. Except that these posts have been installed at every entrance and seem pretty solid. I’m not entirely sure what their purpose is… I think it’s to slow down cyclists.

Questionable Purpose

There’s a greater irony here: before the renovation Montreal police would regularly drive directly into the square and either park their cruiser near the statue or do a quick lap before heading back out. Tactics such as these are intended to intimidate and drive people away. It also destroyed the paths and and the grass. Municipal workers would do the same when they were ostensibly working at maintaining the square.

Now the square has a paved interior with wide paths and large curbs to ensure the division between green space and walking space, but these posts make it impossible for any car or truck to enter the square (and Montreal police pledged somewhat to treat homeless Aboriginals more like human beings).

One thing I noticed when visiting recently was the removal of shrubs, decorative fences and bus shelters that once ran around the square’s periphery. I completely approve of this, and wrote about the necessity of opening up sight lines in the past. The former arrangement of bus shelters and shrubs made it impossible to see across the space and for this reason made it an ideal location for homeless people to congregate (Place Emilie-Gamelin and Viger Square suffer from the same problem).

So that being the case, it makes me wonder if the homeless Aboriginal community (or any members of the broader homeless community for that matter) will return to the square.

The picnic tables have been removed, as have a number of park benches. Garbage and recycling has been moved to the periphery, largely at the entrances (in a move I could only assume was based on a recent STM decision to do the same with Métro stations, wherein garbage and recycling has been removed from platform level and relocated to receptacles located up near the ticket kiosks). This is one of those ideas that’s good in theory but rarely in practice (i.e. people have about a 30-second tolerance limit to carrying garbage; if a garbage bin isn’t immediately available, they tend to just drop it on the ground).

And as to those anti-skateboarding dimples on the curbs? Again, useful in theory, but given that the entire square has been paved over, the whole square is now far more inviting to skateboarders than it was previously. Moreover, on all sections of the curbs that ramp up from ground level, there doesn’t seem to be any dimples at all.

Put it another way, when I visited the square last week, it was a group of skateboarders who were making best use of the space. I don’t think this is what the city had in mind.

Underwhelming

Here we see an example of one of the myriad ‘activities’ slated to take place in the square. I think this was for a caricaturist. Elsewhere there was a small group of somewhat depressed looking ‘street performers’ dressed like pirate-clowns; I’m assuming this was entertainment intended for children…

Again, more good stuff in theory, but only time will tell whether this actually leads to a major vocational change for the square. There seemed to be a lot of people working (ostensibly) for the city that day, and supporting this over the long term may prove problematic what with austerity budgets.

Renovated Vespasienne

And here’s the renovated vespasienne. It looks great, but it didn’t look like the café component was fully operational. It’s unfortunate there’s no landscaping around the base of the edifice (no flowers or plants), as this gives the impression the vespasienne grew out of the pavement.

Perhaps the single biggest lost opportunity was the Métro entrance kiosk located at the northwest corner of the square, in that what is arguably the most problematic structure in the square was left as-is. The Métro entrance in the square was once very useful indeed – keep in mind Atwater was the western terminus of the Green Line for about a decade, and up until 20 years ago the Forum was the city’s primary sporting and concert venue. Thus, it was useful to have a large Métro entrance located directly across from the Forum to help manage the crowds. Ever since the Forum stopped being a important venue this Métro entrance hasn’t been particularly useful. It, and the long tunnel that connects it with the Alexis Nihon complex diagonally across the street, hasn’t been very well maintained and all too often stinks of piss.

And as such it will remain – I suppose getting the city’s parks department and the STM to cooperate on a city beautification project may have been a little too difficult to coordinate. Thus, the STM kiosk remains an oversized, underused and aesthetically disconnected element of the square. Had they removed it the square could have had an entrance from arguably its highest traffic corner. Instead, the structure remains as a lasting visual obstruction to what’s going on inside the square and will likely continue to serve as something of a homeless shelter in its own right.

At the end of the day it begs the question – is this really the best our city can do?

Politically Motivated Memory

Generally speaking I’m in favour of building monuments and creating new public spaces, particularly when said space reflects the nation’s history, culture and society. However, two projects with federal backing have been making the news lately and for good reason – there’s a lot of very public opposition to the final designs and, in both cases, the rationale behind the very purpose of these monuments has also been questioned. On top of it all, these projects seem to be politically motivated and specifically intended to appeal to Conservative voters.

The projects include Tribute to Liberty, a memorial to the victims of communism (the name alone is problematic, conflating a political ideology with the acts of tyrannical dictators. Communism is not inherently tyrannical, humans are, but I digress) and Mother Canada, centrepiece of the Never Forgotten National Memorial. The organizations formed to direct the projects are charitable organizations, though in the case of the former the Heritage Ministry is involved, and in the latter case the monument is to be ‘gifted’ to Parks Canada. In the case of the communism memorial, the land in question sits adjacent to the Supreme Court of Canada owned by the National Capital Commission, and was for a long time considered for development into a new government office building. Mother Canada is supposed to open her arms to the war dead up the Cabot Trail in Cape Breton Highlands National Park. So even though the organizations may be nominally independent registered charities, both projects require direct interaction with government agencies.

The Never Forgotten National Memorial is projected to cost $25 million and has recently lost some high-profile supporters.

Tribute to Liberty is estimated to cost $5.5 million, roughly $400,000 over budget and on land currently valued at $16 million.

Ostensibly the funds are to be raised by the charities tasked with developing these projects, but as it stands both groups seem to be far from their fundraising goals (this despite the fact that the NCC has begun soil-decontamination work at the communism memorial site).

Financial matters aside, there’s the question of why build these particular projects at all.

Tribute to Liberty was intended to occupy much of the prime real estate in question in downtown Ottawa, though the project has since been downsized (and may shrink even further), with several features of the original plan either proportionally shrunk or axed outright (such as the lighting and the downward-facing faceless victim of communism, centrepiece of the original design). It’s bad when monuments are imposed upon the urban landscape; it’s worse when the artistic vision is altered by committee.

The revisions seem to indicate the committee was paying attention, at least in part, to some of the most immediate criticisms of the project – namely that it was imposing, looming, inappropriately violent (etc).

Here’s a fantastic piece of propaganda that looks like it belongs in the introduction of some post Cold War scenario video game; it shows what the original monument was to look like. The folded section was to generate a an image when viewed from the top of the chevron-staircase arrangement, apparently one of a row of dead bodies in a forest. The image would be created by 100 million ‘memory cubes’ representing the 100 million people ‘killed by communism’.

The figure of 100 million killed by communism is meaningless and intended uniquely for shock value. Yes, communist, Marxist and Maoist states have all demonstrated authoritarian if not totalitarian and genocidal tendencies throughout the 20th century. So have a number of capitalist democratic states during the same period of time. Germany invaded and occupied much of Europe in the early 1940s specifically to defend ‘freedom, liberty and capitalism’ from ‘godless communism’. The United States kickstarted wars and supported dictatorships all over the world that killed off millions of people throughout the 20th century, either directly (such as in Vietnam, Cambodia and Laos) or indirectly (the first Persian Gulf War, the Bush Wars in Sub-Saharan Africa, civil wars throughout Central America in the 1970s and 1980s, etc.)

You could further make the argument that capitalism is just as destructive – just about everything there is to buy in capitalist, liberal democratic countries today is manufactured in impoverished nations all too often mismanaged by kleptocrats. The computer I’m using was made by people who work in near slave-like conditions, the factory dormitories they live in is lined with nets to catch workers if they attempt suicide. The clothing there is to buy is all too often sewn together by children. Where is the monument to those capitalism has killed and enslaved?

The project is entirely politically motivated to serve the interests of the Conservative party of Canada, obviously intended to secure support from the nation’s comparatively sizeable Ukrainian, Polish, German, Czech, Chinese and Vietnamese communities. If there is a desire to inform the public about the atrocities of the Cold War or otherwise honour all the Canadians who escaped persecution and totalitarianism abroad, fine, that has my support, but those stories can’t be summed up in a monument, especially not this one. Develop a new permanent exhibit at the war museum, create a graduate program at a university… anything but this.

Tribute to Liberty is anything but: it is ludicrously facile and demonstrative of a profound ignorance of the reality of contemporary geopolitics and recent history. Apt that it would have the backing of the Harperites…

The great irony of the Tribute to Liberty and Mother Canada monuments lies in their obvious similarities, in form and function, to the kinds of monuments erected by the very totalitarian dictators Canada ostensibly stands in opposition to. Both monuments are overbearing, cold, fundamentally unnecessary and intended to secure support for a particular political party. In the case of the former, it arguably attempts historical revisionism.

Mother Canada is intended to secure what I call the ‘military enthusiast’ vote – a subsection of the Tory support base that believes, despite mounting and damning evidence to the contrary, that the Tories are pro-military and all other parties are anti-military, and that Canada will only ever be safe under the watchful eye of a Conservative government. Supporters of the monument are chiefly former and current high-ranking officers in the Canadian Forces.

The monument is to be a 24-metre tall female form with arms outstretched, facing the Atlantic Ocean as though the welcome the souls of the dearly departed, all those killed in foreign wars, again, ostensibly in defence of liberty, freedom and the nation. As if we didn’t have enough goddamned cenotaphs in this country to the war dead, now a proposed allegorical representation of Canada is to stand with it’s back to the nation…

Supporters argue it will be a boon to Cape Breton tourism, but I can’t fathom many Canadians trekking out to Cape Breton just to look at the backside of a somewhat diminutive statue. Again, much like Tribute to Liberty, this monument serves no real purpose and provides no additional information or perspective. Parks Canada is reviewing 6,000 ‘comments’ (I have a feeling they’re mostly complaints) and there’s opposition to the project on ecological grounds, arguing the monument’s location in a national park is inappropriate and that the environmental impact of creating this tourist trap is being ignored outright.

Worse of all, it’s just so boring. Is this the very best we can come up with to represent the nation, or it’s war dead? There’s nothing inspired nor attractive about the monument. I’m all for a ‘Canadian Statue of Liberty’ but this isn’t it, this looks like the kinds of monuments erected all over Central Europe during the Cold War and subsequently destroyed during the Spring of Nations a quarter-century ago.

Combined, these projects require something like $30 million to complete, and the funds are to come principally from charitable donations secured through fundraising activities by the federally-backed charities organized to complete the projects.

This is not the best use of $30 million in charitable donations, nor the best use of federal support for fundraising initiatives. Imagine what good that money could do if used for other purposes.

$30 million could certainly help ensure fewer Canadian children go to bed hungry, could support numerous soup kitchens and homeless shelters, or used to send medicine and food to impoverished nations abroad. Are these not better examples of what Canada ultimately stands for?
