What can Montréal Learn from Ottawa’s Confederation Line?

Well this is good news for public transit enthusiasts in Canada.

Ottawa’s finally getting a light-rail mass-transit system. The Confederation Line is to be completed in 2018, using part of the OC-Transpo transitway, along a 12.5 kilometer stretch linking east and west Ottawa. The thirteen-station system is unique because unlike Toronto’s tram system, Ottawa’s will employ the use of stations, all of which are designed to be safe public spaces integrated into other existing transit systems. Ottawa’s new Confederation Line will be multi-modal in that they’ll provide access to the north-south O-Train, the Ottawa Via Rail station and the existing bus rapid transit and local bus systems. The new system will be designed to optimize the use of bicycles and will be able to transport 10,000 people and hour in both directions. Future developments will permit service at a peak of every two minutes and a maximum of 18,000 passengers per hour. End to end journeys will take twenty-four minutes and I can imagine, if it’s successful new lines may soon be planned.

This may well revolutionize transport in Ottawa, in that it will offer a quick and efficient method to cross the densest part of the city and simultaneously hook up it’s many currently disparate key components along a single East-West axis.

I’m particularly interested by the development of three stations which will be located underground inside a tunnel, which will permit an extension of Ottawa’s limited underground city. From what I understand, this system is going to involve some of the same people who developed Vancouver’s Canada Line – a fully automated elevated and subterranean monorail that connects Vancouver’s downtown with the airport.

Suffice it to say, this is a big deal, though I’m disturbed by how long its going to take to actually get the project off the ground. Remember, Montréal somehow managed to build 26 stations in four years – and that was for a a subway system, a far more complex job than the installation of an LRT. Regardless, it’s certainly a step in the right direction.

I wonder if we could use something like this here in Montréal?

Montréal differs in that we do not have a primarily segregated expressway used by articulated buses to rapidly move large volumes of people around the city as Ottawa does. This new LRT will be able to travel at high speeds through the urban core without necessarily interacting with traffic. I’m not sure traffic could be avoided in the same fashion in Montréal.

That said, I believe Montréal could make good use of an expansive light-rail/tram system, but for a variety of reasons we could not copy Ottawa’s model. And nor should we, the Métro is the primary mass transit system in the urban core.

What I would propose for our city is a limited LRT development designed to do two things. First, as a method to spearhead new kinds of public transit access between the downtown and surrounding area (through specific transit corridors) and second as a means to replace buses in the city proper, ideally freeing STM buses to re-deploy to the suburbs and off-island municipalities.

Concerning the first part, a more-or-less concrete example of what I’m thinking about. There’s been an idea floating around for a little while to place a LRT line on the Champlain Bridge (or it’s ice-bridge) to connect Brossard with downtown Montréal, likely by using a route that would stretch from the Quartier Dix30 (located at the intersection of highways 10 and 30) to cross the river, Nun’s Island and Quartier du Multimédia and terminate at Place Bonaventure. It would place an LRT along a high-traffic corridor and deliver the city directly to nearly 80,000 people living in Brossard alone.

Or another example, an LRT as airport-link. It’s another very specific kind of connection we currently lack (the former being the obvious lack of connectivity with the massive South Shore) and that may be best solved using a specific transit mode. The Van Horne Institute put out this report suggesting an elevated light-rail system, comparable to Vancouver’s Canada Line, would be the best method of quickly connecting the airport with the central business district, principally using the Ville-Marie Expressway corridor. Thus, it would another train line in a transit corridor, but would avoid the problem of trying to integrate ADM needs with the strain already placed on the AMT. Further, the Van Horne proposal includes the use of multiple LRT stations, some of which would be inter-modal designs allowing connection to the STM and AMT.

The latter proposal has an interesting element to it – it could access Trudeau airport through an already existing underground terminal. The plan they propose would involve an eventual extension of this line under the airport, popping back up to eventually make it as far as Fairview shopping centre. Thus, their proposal really isn’t overly different from the Canada Line in its both elevated and subterranean qualities. Unfortunately, it would not be possible to integrate said system with the Métro, as they’d require different track systems (among a multitude of different reasons).

But that might not be the worst thing in the world. An LRT system has the added benefit of being able to operate on existing roadways inasmuch as completely separated railways. Thus, an LRT to and from the airport could theoretically use a reserved lane on the Ville-Marie Expressway inasmuch as a reserved lane on the Champlain Bridge, which would limit new LRT related infrastructure development. Further, if the system is designed to principally operate on existing roadways, we could gradually expand from two very focused LRT lines to a broader, more integrated system allowing another level of access within the urban core.

Imagine an LRT system operating on Cote-des-Neiges, Saint-Antoine, Pie-IX, Parc Avenue, Sherbrooke (incidentally, on that note, I’d like to see an LRT line run the length of Sherbrooke, from Loyola and Montreal-West train station to the Olympic Stadium and Parc Maisonneuve, but I digress). These are traffic-heavy streets that could benefit immensely with a high-capacity LRT system, ideally operating (where possible) on reserved lanes.

Suffice it to say LRT systems on these streets could not only drastically reduce automobile and bus congestion, but would further provide a kind of Métro ‘back-up’. Could be very useful if we ever need to execute a large-scale renovation of the system.

In any event, food for thought. One thing’s for sure, car culture as we know it today will soon become a thing of the past. There’s simply not enough cheap oil left and the entire idea is predicated on a notion of abundance that simply no longer exists. Worse still, every year we maintain the status quo, congesting our streets and boulevards with polluting, road-destroying automobiles, we pay more and more for our inefficient lifestyles. Ergo, providing a comprehensive public transit network across multiple modes won’t just ultimately become very convenient, it is an absolute necessity for future city living.

There’s no question in my mind the great cities of the future will be those who adapt early and demonstrate by example.

Before Expansion, Improvement?

A few thoughts on the Métro that came about from conversations over the last little while.

You already know where I stand – I want Métro access city-wide on a 24-hour schedule, something which may not be possible with our current system based on how it’s designed. Kate McDonnell brought up the excellent point that we lack ‘bypass tunnels’ and use out-dated cleaning equipment during the no-service period from 1:30-5:30 (ballpark) in the morning. This is why we don’t run the Métro all day and all night.

The Métro, as practical and as great as it is, has a few other problems worth mentioning. Some stations are aesthetically dated, others just gross. Our Métro lacks both heating and air-conditioning, public washrooms, decent services, elevators etc. Some access tunnels have fallen into disuse and disrepair (perfect example, the Métro tunnel access point at Sherbrooke between Berri and Saint-Hubert on the far side of the hotel – check it out but go with a friend, creeper city) while others are so overused they invariably look like shit (Peel Métro’s Stanley Street entryway, as another example). Then there are the foul smells, the dripping calcium stalactites at Guy-Concordia, the dim lighting, the underused public spaces, busted up benches and TV screens and the graffiti.

So before we start expanding, maybe we improve on what we have.

Although I desperately want the city, STM and AMT to begin massive expansion of sub and railway service in our city, before extending Métro lines we really ought to bring what we have up to code, a full renovation.

I would also advocate closing the system down – for a defined period – if for no other reason that we could claim a very real fresh-start for our Métro system. There are practical and technical reasons as well. If we’re to ever have 24-hour service we need to either construct by-pass tunnels or develop new tunnel cleaning methods. While the latter may be cheaper the former permits inter-lining, which in turn could revolutionize public transit in our city by permitting all trains to operate on all lines throughout the soon to be expanding system. In addition, this would further permit the use of express routes, all of which may be worth considering given current and future usage growth rates. The downside is such massive re-working of the rail network would require either the entire network being shut down or large portions at a time. No matter which way you cut it, during a renovation period – even if it was done as quickly as possible – would still require expanded operations on other modes, such as commuter trains and buses, perhaps even tram systems installed before a Métro Reno.

Doing all the work in the tunnels would allow us to inspect and retrofit as need be, not to mention facilitate planning the eventual expansion. We could also finally decide how to improve air-circulation, ventilation and internal climate control. While there’s no issue keeping the stations warm in winter, its getting them cool in summer which is perennially problematic. We might also want to see if we can correct periodic flooding in the tunnels while we’re at it.

I’ve already mentioned I think some stations could do with an aesthetic makeover, while others just need upgraded facilities, all of it should be ‘vandal-proofed’ as best we can. New public washrooms should be built, in addition to elevators for the mobility-impaired amongst us.

There are myriad other improvements I haven’t mentioned that affect individual stations and entire lines, but the point is we might be wise to raise our Métro’s standards before we decide to expand outward. I fear expansion without improvement will only wind up expanding on something which may be operationally obsolete. Much of our system was designed and built for the Montréal of the 1960s (including some parts completed in the 1980s!) but the operational tempo and demands placed on the system by its users have changed dramatically in fifty years.

I wonder just how quickly we could execute a system-wide renovation and upgrade of the Métro, bringing everything up to the same ‘starting point’ before we launch into system expansion? If we set a three-shift schedule, knowing we have to return the system to full operations as quickly as possible, would we discuss this renovation in terms of years, or months, weeks even?

I tell you – if there’s one gift I’d like to see the city give itself for the sesquicentennial of Confederation and the 50th anniversary of Expo, it would be a modern, beautiful Métro network.

The Line That Ended Expansion

News from LaPresse today that Pauline Marois wants to prioritize an eastern extension of the Métro’s Blue Line towards Anjou, with a planned initial development of three stations in the direction of Lacordaire Boulevard from Saint-Michel station.

No word yet on planned delivery of the project, no timeline though a proposed (and certain to increase) budget of just under $1 billion according to Marvin Rotrand, vice-president of the STM and leader of the Union Montréal party.

For comparison, the three station extension into Laval cost $745 million in 2007.

The Métro’s Blue Line is arguably the least effective in the system. Ridership is at its lowest, the trains are shorter and service stops forty-five minutes earlier on this branch. Unlike the other three lines which funnel people from first and second ring suburbs into the urban core, the Blue Line is peripheral and connects two high-density, low-income large residential areas with one of the richest neighbourhoods in the city (in the middle), and not where their jobs might be. Moreover, though it could be useful in funnelling people towards either end of the Orange Line, the number 80, 165, 166 and 535 buses (to name but a few), seem to remain the preferred method to reach the city from the northern inner suburbs. The line was originally conceived to extend past the Orange Line in both directions. Marois’ plan is to develop three stations towards the East, and none towards the West (insert mandatory statement about how Anglo needs are being ignored) and eventually build two additional stations terminating at the Galleries d’Anjou. I’m not sure why they’d plan to break the project into two separate developments, but I would assume that the province may want to wait and see if the initial extension drives up usage. This would not be the first time the Blue Line would be built in a separate, disjointed fashion – during the original line’s development, it was proposed that the segment connecting Edouard-Montpetit to Parc be cancelled given that ridership in between would be so low. It seems obvious to me that a five-station extension may actually serve to draw a considerably larger number of people, not to mention potentially allow the STM to re-design bus lines to potentially feed an even greater number of people, so why they’re planning on cutting it short off the bat is beyond me. The current eastern expansion will serve Rosemont, Saint-Leonard and Anjou, though plans dating back to the late-1970s wanted the Blue Line to extend towards the Northeast with a terminus at Amos (likely at Lacordaire Boulevard) which in turn would have also allowed access to the high-density, low-income neighbourhood of Montréal-Nord. This plan was modified when a Métro line under Pie-IX was proposed that would funnel people down to Pie-IX station on the Green Line. Both proposals were still on the table (even appearing on Métro maps) into the late-1980s, at which point the Liberal Government of Robert Bourassa placed a total moratorium on Métro expansion.

The principle reason for this moratorium was, among others, declining revenues and budgets, not to mention the fact that the heavily truncated Blue Line simply wasn’t pulling in new passengers nor did it ease congestion on other parts of the system. Part of the Blue Line’s undoing was that, as mentioned previously, it was still preferential and more convenient to use buses to get to and from the city (the 80 and 165 are two of my favourite bus routes; though they’re generally packed, if you manage to get a window, a pleasant and exciting voyage awaits). This may not have been the case if a planned inter-modal station at Edouard-Montpetit (connecting to the AMT’s Deux-Montagnes line within Mount Royal Tunnel) were completed. The principle technical difficulty was building a train station fifty meters under the existing Métro station, not to mention acquiring high-capacity, high-speed elevators, but the station itself was designed for the higher capacity.

If they had built this crucial component, the Blue Line could have also served to better connect the northern ridge suburbs with the city centre.

Therefore, any move to lengthen the line, east or west, should be done in conjunction with a connection to the Mount Royal Tunnel firmly in mind, so that the Blue Line could finally be used to ease traffic congestion elsewhere in the system.

Also, we’d be wise to voice two other considerations for our elected officials to consider. First, placing a moratorium on moratoriums and segmented construction. If we were to plan Métro development ten or twenty stations at a time instead of in threes or fives, we may be able to save money long-term through bulk purchases of materials, not to mention increasing operational efficiency as the project goes forward. Let’s end this self-retarding piecemeal development and plan continuous lines. The Pie-IX proposal, which would link the Olympic Park with Montréal North through Rosemont, Petit-Patrie and Saint-Leonard, should be given top priority for new line construction. Second, we might be wise to consider inter-lining the system so as to allow trains that start on the Blue Line to transfer onto the Orange, so that one could go from Saint-Michel to Bonaventure, or from Outremont Laval without changing trains. This is a very complicated proposal, but it would allow greater flexibility with the system we already have.

Tramway Considerations for Montréal’s Birthday

So it looks like Richard Bergeron has his own ideas concerning our city’s 375th Anniversary, and has proposed 37.5 km of new tram routes ready-to-go by 2017. Apparently, a finance working group has been established, though precisely what this means is anyone’s guess. I would normally be more optimistic, but there’s a new cynic growing somewheres deep down inside me.

Bergeron has earned himself (somehow) a reputation as being something of a ‘tram nut’ (this is how he’s been reduced before – modern media can suck in its efforts to be overly personable). Back in the day, a more optimistic Bergeron was keen on a 250km, $20 billion tram system to cover most of the densely packed urban core of Montréal. If this seems like a lot of tramways, consider that as recently as 1959 we had about 378km worth of tram line throughout the city and some first and second ring suburbs. This was unceremoniously dismantled in `59 largely out of pressure from the American automobile industry (see Great American Streetcar Scandal).

Another recent proposal came about as part of a larger metropolitan transit plan, this time in 2008-2009, when Mayor Tremblay announced a far less ambitious plan of three lines of 20km. That plan was supposed to be complete by 2013.

Something tells me we’re not going to meet that deadline.

That said, Bergeron is persistent and (hopefully) involved in the new plan, though I wonder why not shoot for something far more complete, such as 375 kilometer’s worth. I suppose 37.5km will cause enough traffic headaches for the next six years, especially given how slowly and inefficiently we build these days. But no matter which way you cut it, this is something we desperately, definitely need.

That said, there are some key considerations we need to discuss.

For one, trams or trolleys? Are steel wheels on rails necessarily the better way to go? Or can rubber tyres provide a sensible alternative, better able to climb steep gradients? Rails will undeniably work better insofar as the tram lane is segregated from regular traffic, especially on long straight streets, such as Boul. René-Lévesque. However, climbing up Cote-des-Neiges road or Atwater might be better handled by a rubber tyre alternative. And consider as well that there are models that feature both steel wheels and rubber tyres, and can switch between.

Second, who will run this new transit system? Ideally, the STM runs the tram network as well as the buses and Métro, and as Bergeron has planned, the proposal is designed to intersect with existing Métro stations. A common fare and transfer system seems like a no-brainer, but this needs to be planned from the outset. The last thing we want is an expensive tram that requires a separate fare. This could be enough to kill the system entirely.

Third, will installing the system be enough to get people to give up on using their cars? Probably not without an expensive and effective mass media campaign and municipal bylaws regulating when cars can enter the city (however the city decides to define this is really up to them). In effect, this system may prove itself far more useful, if not overtly desired by the citizens, if we go so far so as to actually employ measures to keep people from driving their cars. Offering excellent service and clean trams is one way, convincing the citizenry they have a fundamental responsibility to each other to use public transit is an entirely different measure.

Fourth, and related to the aforementioned points, it may be wise to install trams on streets we intend to be new pedestrian axes – such as Ste-Catherine’s. Though business associations perpetually live in fear of street closures, road work and any other threat to the overwhelming predominance of motor vehicles on our city streets, the fact is that cities larger than our own have been able to mitigate environmental damage from mass automobile use by offering excellent public transit, with trams playing a vital role ferrying people quickly between the urban core and the first ring suburbs. I would not use Toronto as a model, incidentally, when there are so many European and other American examples to go by.

Point is if City Hall wants to really make this work, they have to provide an alternative they can enforce to the point where few will question the logic. That anyone today can feel justified in arguing against capital investment in new public transit initiatives is, in my honest opinion, a measure of our stubborn regressiveness. We need to exercise this demon from our collective conscience.

We simply can no longer afford not spending money on massive public transit projects. Furthermore, we need to grow some local government sack and start finding ways of compelling people to give up on the selfish act of using a car when cheaper, cleaner alternatives exist.

Is it time to create West Island transit authority?

So I just saw this post from the West Island Gazette concerning the problems commuters can expect what with the commencement of major renovations to the Turcot Interchange next year. Apparently, the MTQ will allow an eastbound lane on highway 20 to be used exclusively by buses, which will certainly be a benefit to West Island commuters. However, there is also a proposal to cut back on one lane on St. John’s Boulevard so that it can be used exclusively for buses; this will no doubt add to the gridlock experienced by West Island motorists on its North-South Axes. The illustration above is a proposed roadway designed to serve as a new North-South axis connecting highways 20 and 40 in addition to Gouin and Pierrefonds boulevards, on the western edge of residential expansion on the West Island. Doubtless, construction of a large suburban boulevard would certainly lead to additional development further West, on effectively what is one of the few large open tracts of raw Montréal wilderness left on island. I can imagine the land between this proposed road and the Anse-a-l’Orme Trail could see a rapid and degenerative transformation within a few years unless certain protective practises were adopted, such as those observed in the United Kingdom with respect to the established green belts. In spite of this danger, this new roadway would at the very least help minimize congestion in the West Island. And if I’m not mistaken, this seems to be the same location for the once proposed highway 40 to highway 440 link, a project which has been dormant since about 1977. See more about that here.

This plan would see a major highway built to run from the 40 up along the Timberley Trail, across Ile Bizard (effectively bisecting the island) towards Ile Bigras and then through Laval-des-Rapides to join Highway 440. Now while I’m generally not in favour of new highway construction, if we were to go forward, developing with ecological and economic sustainability in mind, we can built efficient roadways and integrate public transit systems as well. The biggest issue for me is that Montréal is missing key links to create an effective ‘ring-road’ system, and this route could alleviate congestion on highways 40 and 440, not to mention the other North-South axes serving the West Island. With an southern extension, it could intersect with Highway 20 as well, which would be even more efficient.

That said, planning highways through residential zones with ecosystems that need to be preserved presents additional complications which need to be taken into consideration. As an example, given the experience with the previous pedestrian crossing at Woodlawn and Highway 20, we know that highway traffic needs to be isolated from residential traffic, and so such a project would necessitate a service road, underpasses and overpasses, not to mention a couple of bridges as well. We also know that building an elevated highway is problematic, and not only because they’re eyesores that can negatively impact land values on either side. Moreover, additional new residential boulevards will be required to help with alleviate congestion on the three current principle arteries. As an example, Jacques-Bizard/ Sommerset should be extended to connect Gouin, de Salaberry, Brunswick and Pierrefonds Blvds with Highway 40 while Antoine-Faucon should be developed into a boulevard in its own right, to connect with the Anse-a-l’Orme trail.

Planning with this in mind would be made easier if the West Island communities consolidated their efforts into a single collaborative transit and transportation authority designed to administer road and highway development, public transit and transportation infrastructure. Imagine a West Island version of the STM, STL or RTL, with the added responsibilities of planning and executing the construction of new roadways (with public transit in mind). West Islanders need to plan for roadway construction with new development in mind, but this shouldn’t preclude us from integrating ecologically sustainable public transit systems into our new roadways. No matter which way you cut it, we need to be masters of our domain, and can no longer depend on others to solve our planning and transit problems. A West Island transit authority could do just this.

Depending on how you define the West Island, it’s population ranges from 225 to 300 thousand people and there is plenty of room to grow. It’s largely flat with long, wide boulevards and streets and there is a considerable amount of daily internal movement, making public transit a necessity both within West Island and between the West Island and the City of Montréal. Furthermore, West Island residents commute in large numbers; the two most used AMT commuter train lines both serve the West Island. Despite the generally good public transit coverage offered by the AMT and STM, many West Island residents feel public transit options are limited and roadways are as overly congested as the express buses and trains running between the city and suburbs. With all the new highway work projected over the next few years, residents have a pressing reason to unite and begin developing sources of revenue to build new roads, highways and public transit alternatives. Simply put we need our own lobby and leverage group, and taking on this responsibility will, at the very least, allow us to develop a system appropriate to our own needs.

Consider the following:

A) West Island residents have a legitimate reason to ask for a Métro connection to the West Island, ideally to Fairview along the Highway 40 corridor. Whether this comes to be as a new line or an extension to an existing line (such as the Blue Line, which could pass through Airport on the way to St. John’s Blvd), we have a large enough population to make good use of it, and this in turn would cut down on commuters using their cars or the multiple existing express bus lines. That said, unless the West Island municipalities are willing to develop a significant portion of the construction capital by themselves, the STM will have to focus on its chief customers; that is to say, the residents of the City of Montréal. A unified West Island transit authority would be in a better position to administer such a large project, and the transfer of public transit responsibilities to the new body may in turn liberate additional funds from the STM to help in the development of a new Métro line. But we need to be able to stand on our own two feet.

B) The West Island’s geography and urban planning have produced a large area defined by its flat topography and wide streets – ideally suited for a large surface tram or trolleybus network. Two dozen lines could cover all the principle North-South & East-West axes, in addition to express lines running along the highway service roads and a ring-route using Lakeshore, Beaconsfield, Senneville, Gouin and des Sources boulevards. Such a system would mean the STM and AMT could move away from using express buses given that the trams would connect to major transit junctions, such as the Dorval Circle area, Cote-Vertu Métro station, Bois-Franc station etc. The STM could then re-focus its West Island operations away from the major thoroughfares and instead better serve the vast expanses of suburbia. Trams have the advantage of carrying more passengers than regular buses and are quieter, more efficient and could more effectively shuttle West Island commuters into the higher capacity systems, such as the Métro and AMT commuter trains.

Either way – just like Laval and Longueuil, the West Island has particular transit and transportation needs, and we should form a collaborative organization to support the sound development of a better local system. We should do this not out of frustration but because we need to take responsibility for our own development, and such a large enterprise gives us real economic power, not to mention potential political leverage. We should do this ultimately to help empower ourselves, and potentially improve public transit throughout the region as a result of our inspired leadership.

This is something that we can accomplish and it would be a great credit to our community. We’re only going to get bigger, so we can’t rely on outside agencies and land speculators to dictate development any more. The West Island needs to recognize it is a viable community now, with a history and a culture all its own. We aren’t merely a local Levittown, a random collection of houses built according to market directives, and so we need to start thinking bigger, and thinking more precisely about what we can achieve and build for ourselves, together. We may be inclined at some point in the future to unite the independent communities of the West Island into a single urban agglomeration to best represent our needs and desires on a larger scale. Frankly, I think it’s inevitable that this will happen. Building our own transit agency is a good stepping stone to realizing this goal, not to mention a strong foundation on which to base it. And if we were to embark on such a plan, there’s no doubt in mind we can conspire to make public transit the preferred method of getting around the West Island and for commuting into the city. It would help stimulate our economy and ultimately lead to better living and healthier lifestyles. These are but a few reasons, I’ll elucidate the rest later on.

I found this one a while back, seems like an interesting idea. It incorporates three rapid-bus systems plus a Parc Avenue light rail system, with a considerably larger Métro system in general, though with considerable focus on the higher-density regions closer to the downtown core.

The following proposal for system improvement doesn’t involve any non-Métro systems, but has considerably more lines and stations. Also notice how all three airports are connected, and how the downtown would be connected by four parallel East-West lines and seems to indicate a type of network-sharing system where multiple lines would use the same track. Further, consider the number of junction stations:

I also like this proposal because it very clearly allows access to all four corners of the Metropolitan region. Keep it in mind Рthis system is nothing more than a dream, though its always encouraging to see random people envisioning their ideal M̩tro system. If only our elected officials would get the picture and pursue a more ambitious expansion program. Imagine what could be if we were building at a rate of 26 stations every 4 years. We did it without blinking between 1962 and 1966.

Looking at this plan I can’t help but remark on the similarities in the three designs, as it seems to have borrowed from each in addition to the current MTQ plan and elements of very early designs. Among other things, closing the Orange Line loop, extending further into Laval and Longueuil, following bridges and highways, extending the Blue Line East to Anjou, connecting Ile des Soeurs and additional East-West lines to cover the downtown and a Pie-IX line are all featured in these three designs. The first plan is highly reserved and realistic whereas the second is bold (though less accurate than the others), and the third seems constrained by the dimensions of a Métro map poster. That said – check out that Brown Line – it goes everywhere! What a great idea, a ‘sight-seer’ Métro line running from Brossard through the CBD and onto the airport. I also like the idea, oft repeated, of having additional multi-line hubs East of Berri-UQAM, such as at the Olympic Stadium, and of course the second plan’s design to link all the airports with the urban core. What’s striking is that it doesn’t seem to me like any official plan would even consider the possibility of building entirely new lines and hubs; these plans are realistic given that by 2012-2013, the metropolitan population is going to reach 4 million, and the citizens will no longer be able to rely on their cars to get around the metropolitan region. Public transit will require a massive investment in order for large cities to remain operationally competitive, we just cannot afford the same carbon footprint in the future. Thus, it makes sense to begin a massive development project and wildly expand the Métro, as soon as possible. Any of these designs are feasible as long as we demand it, but we must demonstrate clearly and effectively that we will not stand for anything less than the world’s finest Métro system. It is our responsibility, it is our heritage and a credit to our high-tech industries, but it must be kept at a perpetual ‘state-of-the-art’ status if we’re to make any money off it. The citizens need better than what is currently provided and Métro development needs to become a principle priority for the Mayor. If we were as motivated to build a Métro system today as we were fifty years ago, we could attain total metropolitan coverage within forty years, maybe sooner. That kind of long term steady investment is exactly what we need to keep our economy stable and create real, insurable employment. Public works and infrastructure projects worked in the States with the New Deal, so there’s no reason why we can’t do the same basic thing today on a localized scale. Building a massive new Métro could be money in the bank.
