City describes its own urban redevelopment project as ‘ambitious’

We may have come full-circle.

The City of Montreal recently released what it is describing as an ‘ambitious’ plan to redevelop the urban core of the city – what we ambiguously, perhaps ambitiously, call Downtown (though it for the most part occupies the plateau above the old city, but I digress) – in an effort to attract new residents and increase the population of Ville-Marie borough by 50,000 by 2030.

The city wants to attract seniors, young people and families (or, in other words, everyone) to the borough, the current population being about 85,000 over 16.5 square kilometres.

The borough includes Mount Royal and Parc Jean-Drapeau, not to mention Old Montreal and the Old Port, the Village, the Latin Quarter, the Quartier Sainte-Famille, Centre-Sud, Milton-Parc, the entire central business district, the Quartier des Spectacles, Griffintown, the Shaughnessy Village, Chinatown, the Square Mile and the Cité-du-Havre.

Adding 50,000 people to the very centre of Metropolitan Montreal by 2030 would bring the population of the borough up to over 130,000. Fifty years ago, the population of this area was 110,000, at which point it was already well on its way in its dramatic late-20th century population decline. By 1976 the population was estimated at 77,000 and by 1991 the population would fall all the way to about 68,000, it’s lowest number in recent memory. The population of the borough has grown modestly in the last 25 years, with measured increases in five-year intervals ranging from 4.2 to 6.5 per cent.

For comparisons sake, the Plateau’s current population is about 100,000, the Sud-Ouest is at 71,000 and Cote-des-Neiges-Notre-Dame-de-Grace, the largest borough by population, is about 165,000.

Bringing Ville-Marie’s population up to 130,000 would be quite an accomplishment, though it’s not an altogether hard sell. Not to be flip, but it’s basically where everything is.

And it would also mean that the urban depopulation of Montreal, an unfortunate and enduring consequence of the city’s urban planning efforts of the 1960s and 1970s, will have been reversed, perhaps permanently.

To me that’s a far greater accomplishment than simply facilitating an existing growth trend, and I wish the city much success. I would like to see and feel a ‘downtown’ with a population roughly equivalent to the its last high-water mark, back in the 40s, 50s and 60s. If it works, it’s reasonable to assume the population of the surrounding boroughs would likely also increase. More people living in the city, within walking distance of the services they need and the places they work, is exactly what the city should be proposing and facilitating.

But again, it’s not a hard sell, and the trends are already pointing in this direction. It may ultimately be Montreal’s saving-grace; unlike other depopulated urban centres in the Great Lakes, Saint Lawrence and North-East corridor, Montreal has succeeded in enhancing the overall quality of life of its urban core and has been slowly winning back residents.

Where the Coderre administration could have distinguished itself was a concrete plan with defined targets, and in this case, prepare to be disappointed.

The announced ‘ambitious’ plan is remarkable in how little specific information is required to attain the quality of ambition. They want to boost the population with no clear indication where they might live, nor what kind of housing will be needed (though they did make mention of Griffintown as being poorly planned, as too many housing units are too small and too expensive… who’d have thought). The plan indicates a desire for new schools and greater access to the waterfront, both of which lie outside the city’s jurisdiction in that building schools is a provincial responsibility and the Old Port is a federal one. Coderre indicated the waterfront development would require control of the Old Port to be ceded to the city. Richard Bergeron, former Projet Montreal leader and the downtown’s appointed development strategist, wants a cohesive plan for the twenty-kilometre stretch between the Champlain and Cartier bridges, with half being open to the public, and the other half available for riverside housing.

It’s been discussed before. The mayor has spoken in the past of opening a beach in the Old Port and a vague desire to emulate other cities that apparently have ‘better’ access to their waterfronts.

Of course, there is always the matter of the Saint Lawrence’s current, not to mention the periodic direct sewage dumps… I’m not convinced we’ll be lining up to take a plunge in the drink any time soon without major physical alterations to the Old Port, such as creating breakwaters or jetties, and improving our water treatment capabilities.

Oddly, despite a steady 10% office vacancy rate, the plan also includes 800K square meters of new office space and 200K square meters of new commercial spaces. Again, this strikes me as a touch odd: Ville-Marie has a surplus of both and is already well-known as the commercial and office core of the whole metropolitan region. Do we need more of the same or better use of what already exists?

And if the mayor wants the manufacturing sector to return to the urban core of Montreal, perhaps we ought to reconsider our penchant to convert every square inch of remaining industrial space into condos?

The other ‘specific’ ideas the city has in mind are all ideas that have been mentioned in the past: renovating and rehabilitating Sainte-Catherine Street; more parks and green space; more bike baths; a ‘greenway’ from Mount Royal to the Saint Lawrence; transforming disused public buildings into multi-use developments that bring new uses to old heritage sites.

None of this is really news, the city’s been talking about this for years and you’d think it would obvious and didn’t need to be spelled out. It’s hard to take the city seriously when its grand strategy for urban redevelopment consists of simply doing what we expect the city to be doing already.

Were we not already seeking to preserve public buildings with heritage value by redeveloping them for new purposes? Were we not already seeking more green spaces and bike paths? Hasn’t redeveloping Sainte-Catherine Street been a priority for every mayor going back to Jean Doré?

I agree with Mayor Coderre in that urban economic redevelopment and repopulation won’t happen without better living conditions in the urban boroughs, but the quality of life in these boroughs is arguably already quite high. Ville-Marie in particular already has great parks and is the best connected borough in terms of access to public transit. Ville-Marie is the borough that requires the least improvement in these respects: Saint-Henri, Cote-des-Neiges, NDG, Verdun, the Plateau and HoMa would all benefit immensely from serious investments to improve transit and green-space access, and given generally lower housing costs in these areas compared to Ville-Marie, it would seem to me that it would be more effective to improve the quality of life in the inner suburbs first.

Better public transit access and a beautification campaign could have a greater impact if applied to the Sud-Ouest, HoMa Montréal-Nord and Verdun where population density is already high and home values are comparatively low. Moreover, these boroughs already have the public education infrastructure that will draw young families. Instead of building new schools, the city could have proposed a bold plan to renovate and rehabilitate existing schools, possibly even going as far as mandating local school boards share space in existing schools. The Anglo boards have a surplus of space in well-maintained schools and the Francophone boards have overcrowded schools in dire need of renovations; it doesn’t take a rocket scientist to figure out the most efficient and cost-effective solution to this problem (and one that would be beneficial to everyone) is to share the space. The unnecessary linguistic segregation of Montreal’s schools is more than just an ethical problem; it’s economically unsustainable and only serves to undermine the quality of education in the public sector generally-speaking.

Imagine a different scenario where the City of Montreal was directly responsible for public schools infrastructure, and school boards, while maintaining their operational and institutional independence, could operate from any school building (and by extension would no longer be responsible for maintaining the physical space of education).

In a sense, access to public education would increase without having to build new schools. Students could be redistributed more evenly and all boroughs would be able to offer education in either language, proportional to the respective linguistic populations.

That issue aside, it’s evident any new residential development within Ville-Marie borough should certainly plan for the necessary green spaces, transit and education access that would be required by 50,000 additional residents. I would argue Ville-Marie borough is definitely lacking in school access, but not in parks or transit access.

All in all what Coderre and Bergeron announced was little more than the intention to hold public consultations and come up with some guidelines for urban redevelopment. Not that there’s anything wrong with that per se, but it’s hardly an ambitious plan. I’m glad the city considers intelligent urban planning worthwhile, but without any concrete proposals they’re essentially telling us they have the intent to do their jobs. Lack of precision is politically-motivated: it’s hard to effectively criticize a mayor’s accomplishments if he doesn’t have any goals.

Peter v. Peter – Sergakis Threatens McQueen With Lawsuit

So it’s come to this; not even a full week has gone by since ‘sexbargate’ put NDG back on the map, and already the lawyers have been called in.

Projet Montréal City Councillor for NDG, Peter McQueen, has received a cease and desist letter from Peter Sergakis, the restaurant, bar and night club proprietor noted for his opposition to smoking bans on outdoor terraces as much as his predilection for refiling old liquor bottles.

The letter was received at the Cote-des-Neiges-Notre-Dame-de-Grace borough office Friday, the day after the proverbial fan was hit by flying excrement…

Sergakis wasn’t keen on talking when I called Sunday night; he said the bar in question, tentatively called Jersey’s Saloon (doubtless so named for all the glitz and glamour of the exciting New Jersey shore) will open ‘in a week or two.’ He then said he had to go back to bed. It was 8:00 pm.

McQueen was more talkative. He said he’s looking forward to Monday night’s borough council meeting and what decision borough mayor Russell Copeman might take on the issue. The meeting will be held at 7:00 pm (Monday April 4th) in the Cummings Auditorium, at 5151 Chemin de la Cote-Sainte-Catherine. If you want to weigh in on whether NDG needs this bar, feel free to lend your two cents at the meeting.

Given this website is typically read by people with severe ADHD problems, a quick recap. There once was a bar named Maz, and it was a dive that had basically catered the exact same clientele for roughly sixty years. Late last year the proprietors announced it would be closing, as they wanted to retire and couldn’t find anyone interested in running the place. Sergakis stepped in with plans to expand and renovate and create a new western-themed bar & grill. Everything was on the up and up until a video started making the social media rounds late last week, which featured a provocative young woman pouring some unknown liqueur upon her midriff.

A quick side note, she likely needs more experience serving drinks, as alcohol is chiefly ingested orally by mammals, and not via the bellybutton.

Rookie mistake… the important thing is that we’re all learning together.

Anyways, back to the matter at hand.

The promo video gave McQueen and a cavalcade of local yentas the distinct impression this would be a sleazy kind of place that wouldn’t fit in with what NDG ‘is all about’. To get an idea of what the video was like, the helpful minds over at the Postmedia Gazette figured they’d splice in their interview with McQueen with frames from the promo video (and take note, the Gazette had McQueen hold both the mic and his own umbrella for their interview; very professional looking…)

The yentas, and McQueen, did the chat show circuit last Thursday and Friday. McQueen referred to the proposed bar & grill as a ‘sex bar’, Sergakis claimed he didn’t know what that meant, and most of us did so much blow over the weekend we’ve completely forgotten what all the fuss was about.

Oh wait, now I remember: sex bar!

If I suspend reality and let my imagination get the better of me, a sex bar could really liven things up in NDG. I can imagine the long cue of sweaty, video-game addicted virgins excited to punch their v-cards in a straightforward, transactional fashion… the way Capitalist Jesus would doubtless prefer.

But alas, it’s not to be. McQueen admitted to me no such thing really exists (aww, shit) and that in no way should anyone think this is going to be a strip club (which would require a special license the city isn’t handing out any more, and either way wouldn’t make it past the borough’s zoning committee anyways). It isn’t even a revival of the ‘sexy serveuses’ bar from the late 1980s, as those women were typically nude (and occasionally served breakfast!)

But that didn’t stop McQueen from using the term ‘sex bar’ throughout the interview. He staked his claim NDG is family-friendly and, based on the promo video, this kind of a bar, in his opinion, doesn’t fit in with the neighbourhood. But that being said, NDG doesn’t have a civic code that defines what’s allowed and what isn’t. He also felt it necessary to bring up a few other points, which surprisingly included that there’s not much parking around the proposed bar’s location.

That one caught my attention; it’s rare to hear a member of Projet Montréal talk about how a given business needs more parking. McQueen clarified he suspects much of the clientele will be coming in from outside the neighbourhood. He went on to say that he already gets plenty of complaints from residents about teenagers smoking grass in Girouard Park (author’s note: some of them might be unemployed thirty-year-old journalists) and he’s concerned the specific marketing approach taken by Sergakis is only going to draw in the wrong crowd and lead to more complaints.

I can’t make up my mind on this one.

Depending on who you ask Sergakis is either a creepy misogynist who hates the homeless or a hard-working entrepreneur who crawled his way up from the bottom and, despite his age and wealth, still scrubs dishes and tends the grill at his establishments, if and when necessary.

For his part, I’m fairly confident McQueen has his constituents’ interests at heart, but he fundamentally needs to realize we live in a capitalist, free-market society (for better or worse) and that consumers always have the final say in that they vote with their wallets. If the residents of NDG don’t go to this bar, Sergakis will either have to re-tool or ship out altogether.

McQueen told me that if Sergakis opens any other type of bar, there’s no problem.

Which in turn means the issue comes back to the waitresses and bar maids, what they’ll be wearing and how suggestive, flirty and/or provocative they are with patrons. Any attempt to regulate this ‘for the public good’ is inherently problematic; the state has no business telling people what they can and cannot wear and in which contexts individuals can be suggestive.

In an attempt to gain some greater understanding of what’s at play, I took a stroll down Sherbrooke Street on a Sunday night and realized the proposed Jersey’s Saloon is just a few doors down from a maternity and neonatal clothing store that’s well-known as being a ‘safe space’ for breastfeeding mothers.

I can feel worlds about to collide…

To Hell with Rob Ford & Jeremy Searle

Last week I watched a cavalcade of federal and provincial politicians, in addition to various members of Rob Ford’s family, talk about the mayor’s ‘personal tragedy’. They all hoped he’d ‘go get some help’ and ‘treat his disease’.

I wanted to puke.

All these politicians telling me to feel sorry for this man-child and his egregious self-control issues, and all of them apparently completely oblivious to the simple fact that, even when he isn’t high as a kite, Rob Ford is a gigantic asshole.

Rob Ford is not Toronto’s problem. Rather, the nation has a problem with the politicians we elect into office. In the last decade we’ve witnessed countless examples of politicians behaving poorly if not overtly breaking the law. Some manage to withdraw from public life for a pre-determined period of time while others attempt to frame their illegal and often reprehensible behaviour in terms of an illness they suffer from.

The political class reminds us, nearly collectively, that nobody’s perfect and everyone deserves a second (or third, or fourth…) chance.

But my nation is not a kindergarten and politicians aren’t children learning valuable life lessons for the first time. The people cannot be expected to forgive and forget the crimes of the political class when the punishment for the people for the very same crimes are often so devastating.

Don’t believe me? Then try this: record yourself drunk or high and post that video to your facebook account. Try to drum up a conversation with the people you’re getting high with and use as many racial epithets you can think of. Try to ensure the video captures you using drug paraphernalia as well as the drug you’re consuming. In other words, make it exceptionally clear, even to the casual observer, exactly what you’re doing.

Then, after you’ve posted the video and tweeted it out to all your friends, start a stopwatch and record how long it takes it before you: lose your friends, lose your job and lose whatever respect you once had amongst your peers. If you’re not a member of the white majority, record how long it takes before you start losing some fundamental rights as well.

The fact of the matter is money and influence can purchase access to one legal system while the lack of both results in having another, far stricter legal system thrust upon you. Based on the national experience over the past decade or so, there are no morality crimes for the wealthy and powerful. A mayor filmed smoking crack cocaine and uttering hateful, racist phrases not only gets to keep his job but further is permitted to leave his job for as long as necessary as is required to ‘get help treating his addiction’. Promptly, Mayor Ford flew to Chicago where he attempted to gain entry to the United States.

We’re now told by his lawyer that he’s ‘100% in rehab’. Yeah, that convinces me.

Either way I don’t care whether Rob Ford gets treatment or not. He should be forced from office and further prevented from running in this year’s Toronto municipal election. His behaviour should prevent him from ever taking (or running) for office again, as he has repeatedly demonstrated himself to be wholly irresponsible, disruptive, combative and thoroughly duplicitous in his conduct.

In sum, the man’s a lying scumbag who I wouldn’t permit to mind my dog for an hour, let alone the largest city in all of Canada for several years on end.

Do not ask me to feel sorry for him. It is especially unfortunate that the political establishment in this country is towing the company line so to speak, protecting their own asses by appealing to the public to take pity on Rob Ford. If we can forgive him, the people will likely forgive our politicians for all manner of bad behaviour. Consider all we’ve already forgiven: constant lying, fraud, rampant drug and alcohol abuse, tampering with and destroying evidence, overt displays of homophobia and racism, beating the shit out of your wife. If you’re confused about precisely which politician I’m referring to you’ve made my point.

And let’s keep in mind, we still don’t know who put the call out to ice Anthony Smith. How soon before we’re asked to forgive murder as well, because some slovenly schmuck with friends in all the right places loves sucking the pipe?

We get a bad rap in this city because of corruption – more precisely, what appears to be provincially-mandated corruption in the construction industry. Montreal, from a development and infrastructure perspective, isn’t in charge of its own affairs, and so the opportunities for middlemen to insert themselves into the mix and collude to drive up costs, fix prices and commit other acts of fraud are many. Despite the Charbonneau Commission’s on-going public testimony and the SQ’s investigations and raids, many of the same firms involved in illegal activities are still permitted to bid on projects. The Commish lacks teeth and there’s no political will to make significant changes to the status quo. In effect, the change that would be required runs counter to neoliberal economic theory and it’s almost as though we’ve become programmed, as a society, to think this is our only option.

But that aside, for the last two years or so at least the appearance of house cleaning has been maintained. Unlike in Toronto, our disgraced former mayor Michael Applebaum has been charged with fraud and conspiracy and will stand trial for his crimes. I think this is significant; our society is trying to do something to change the climate of crime and corruption that has so characterized our local government for so long.

And thus we come to the case of Jeremy Searle, the city councillor for Loyola. He’s been asked by the Cote-des-Neiges-Notre-Dame-de-Grace borough mayor Russell Copeman to take a leave of absence to treat his ‘drinking problem’. I’m going to be far less charitable. Jeremy Searle is a drunk who shows up to work drunk and makes drunken statements of the following variety:

” …perhaps in 10 years time, they could eradicate the separatist movement like they hope to do with Emerald Ash Borer insects (that are currently ravaging city trees). Except that the Emerald Ash Borer does less damage than the separatists…”

Brilliant. A city counsellor calling for a group of people to be eradicated like bugs.

Mr. Searle alleged he’s only ‘saying what everyone is thinking’ and that he’s always been ‘an eccentric’.

I didn’t realize the vast majority of Montrealers were favourable towards notions of genocide and that eccentricity can be used to explain away hate speech. Replace separatist movement with socialists, Jews, Aboriginals, homosexuals – in every other case he would have been immediately dismissed and run out of town on the rails.

In a more recent interview, after he was asked to apologize for the aforementioned comment and after being asked to excuse himself to treat his alcoholism, Searle now suggests that he suffers from an illness and will proceed to treat it as his doctor has recommended. He then drew a parallel between alcoholism and cancer, stating that people wouldn’t be treating him so poorly if he had cancer and that ‘he suffers from alcohol abuse’.

It’s rare that the blood in my veins boils so. Are we to believe pederasts suffer from child-rape abuse? How dare he try to camouflage his inability to control himself with spectres of disease!

This why Jeremy Searle needs to be made into an example and dealt with swiftly. The City of Montreal must remove him from his office; he has no right to represent anyone in this city based on his comments alone. That he has also demonstrated an inability to control his drinking, and that he appears – regularly – to be inebriated is also reason enough to throw this bum out on his ass.

If we take action now and make an example of Mr. Searle, we can avoid ever having to deal with a cretin like Rob Ford in the future. There must be a zero-tolerance policy towards drug and alcohol abuse by our elected officials. It’s up to the individuals seeking office to get control of their lives before being elected, not while they’re in office.

The Empress Theatre – A landmark in limbo

The Empress Theatre is back in the hands of the Borough of Cote-des-Neiges/ Notre-Dame-de-Grace, and the City is calling on the public for suggestions on what to do with the 84 year-old theatre.

CTV Montreal reports that after a 12-year effort to develop the former theatre into a community cultural centre, the borough has decided to reclaim the building and the reigns as to the project’s direction. This Fall they’ll be hearing new and revised proposals for the site, which has been abandoned since an electrical fire gutted much of the interior back in 1992.

I’ve had the chance to correspond with several people involved with the revitalization project over the years, and have even had the chance to go inside and see the potential of this building. It’s unreal. It has that warm fuzzy feeling large empty buildings slowly being reclaimed by nature give off.

Unfortunately, I’ve also seen the damage, and there is a dearth of investment capital for theatre renovation these days, as one might imagine. Back last August renovation work was estimated at $11 million and the City was inclined to support some of the work, but the project otherwise had to finance itself.

This in turn leads me to one of the major sticking points of the project: how will it generate revenue? It would seem as though this is not just a sticking point for myself, but for the project as a whole. No one knows how to come up with the capital if not for government grants and private donations. What I found curious was that there didn’t seem to be a plan for use of the space as a performance venue. While it was hoped that the site would become a permanent home to a theatre company, there were no other plans to generate revenue through performance, which is exactly what this kind of a theatre was designed to do.

The Empress was built in 1927 as an Egyptian-styled ‘atmospheric theatre’ with a comparatively high seating capacity, featuring a balcony and boxes. The ornate interiors were designed by world-renowned theatre designer Emmanuel Briffa, who had also designed the interiors of a host of other Montreal theatres – almost none of which survive today. There isn’t much to salvage, and indeed any revitalization of this space, if it were to be done to resurrect the aesthetic of Briffa so as to do tribute to him, would necessitate additional costs to incorporate what remains of the original design into a cohesive reproduction of the original, something which may be possible thanks to the rather large qualities of media collected for just such a reconstruction. But more to the spirit of the theatre, the Empress was designed to be used with vaudeville in mind, and was thus inherently designed to be multi-functional, providing a wide spectrum of performance entertainment possibilities. It was well known in this respect.

Today, the Empress is a hollow shell of its former self. It has been abandoned since the fire in 1992 and is slowly being eroded by time and the elements. If nothing is done, it will go the way of the Seville and York Theatres. The City has been described as having seized the Empress from the non-profit Empress Cultural Centre which up until recently was in-charge of finding a developer interested in revitalizing the dilapidated theatre.

Seize sounds overly dramatic, given that no one has the capital to redevelop the theatre, ownership of a semi-abandoned too-dangerous-for-admittance building seems tenuous for all parties concerned. It’s a miracle the building is at least structurally sound – for the moment.

The interior is dark, stark, and filled with all the goodies an urban explorer goes looking for. As you can imagine, the people in charge of the revitalization effort aren’t too pleased with the explorers, who inadvertently drive up insurance costs.

And so it is, back to the public for calls and considerations. What to do with an old theatre that could be saved and put to good use for the community by providing a much-needed performing arts venue, if only someone was prepared to put between 10 and 15 million dollars into an obstinately altruistic endeavour? What to do indeed!

It’s profoundly naive to think someone’s going to come up with this kind of capital if the project has no hope of generating revenue. This is a double-penalty to the initial investor, as there would remain the issue of financing the yearly operating costs of whatever cultural activities going on inside. None of this would be cheap.

Therefore, it seems profoundly irresponsible to me to go forward on this project without knowing exactly how, we as members of the community, intend to generate the capital necessary for completion. If the community can’t figure out how to pay for this project, then the city will turn around, condemn the building and raze it, partially or thoroughly, and allow a developer to do with the site as he or she sees fit. And if this happens, everybody loses, city and citizens together. The citizens will lose a vital cultural space located in the centre of the community, while the city loses the potential indirect economic benefits of having just such an institution in our backyard.

NDG lacks a proper performing arts venue, and Sherbrooke Street West lacks a cultural institution to anchor the street and serve as an intellectual and cultural focal point of the community. The Empress could be all these things, in addition to an economic generator if there was an organization in place whose goal it was to generate a ‘self-sustaining’ level of revenue through regularly scheduled performances and other entertainment activities. I can imagine a seat of community activity, all day, every day, right across from the jewel that is Girouard Park. Moving forward it is imperative that revenue-creation be taken into consideration as an element of the renovation/revitalization of the site.

But what about the community? We need something more than just a performance venue, we need a community cultural centre, which is another vital community component lacking from NDG. An architect was brought in to make a recommendation as to what to do with the space back in 2005. Among other things, he indicated there was enough space inside to have one or two stages, a gallery space, between two and three storefronts, offices, rehearsal and construction facilities in addition to a dance studio and rooftop terrace. It was ambitious to say the least, but it’s still feasible. And the bigger the redevelopment, the greater the possibilities for potential revenue creation. To handicap the project prematurely by not seeking a thorough renovation and maximization of the space inside would be regrettable, as this may only prolong the demise rather than stimulate new growth.

One final point: one of the greatest concerns of the people I spoke with, various local residents and members of the ECC, was that the city would repossess the building and sell it to an unscrupulous real estate developer who in turn would gut the interior and resort to banal façadism, providing a limited number of excessively expensive ‘theatre-themed’ condo units within. I thought the nightmare to be a bit over the top, but I suppose that danger isn’t completely irrational. Still, the Borough hasn’t yet made a call, and they in all sincerity think another public pitch for tenders may present new investors and opportunities.

Now consider this: there’s a parking lot adjacent to the Empress, roughly half the area of the theatre. The other half of the adjacent lot features a nondescript two floor building with restaurants and small shops.

A condominium project on this theatre-adjacent site, possibly a condo tower with a multi-floor underground parking lot and a commercial rental-property base, may provide the initial investment capital for the Empress’ rehabilitation. I can’t imagine a more solid investment than one in Montreal’s as-yet un-satiated condo market, especially if this particular condo project would a) be in a neighbourhood where condos are still a rarity, b) have a commanding view of Girouard Park, the Oratory, the Mountain, the City (and just about everything else!) and c) be adjacent to a newly revitalized performing arts venue and community cultural centre. The Seville sold out in a half hour, do you think we could beat that record? I can imagine the owner of the adjacent building and parking lot could be motivated to sell or invest, especially if the resulting commercial base offered his tenants more modern and efficient facilities. At least three revenue streams could be generated from such a development, and this in turn could provide the capital necessary to execute the renovations of the Empress and provide start-up funds for the performing arts venue and community cultural centre. These costs could be incorporated into the cost and value of the condominium units. I can imagine once the theatre is financially self-sustaining, they may be able to pay off this investment back to the condo developers.

In any event I digress, that’s just one unorthodox proposal. It should be an interesting few months and I’ll definitely be following this story.
